Kasson getting state financing for waste-water system upgrade, Mantorville set to connect

Kasson is getting the green--and the green light--for waste-water treatment system improvements.

City leaders have been working on plans to upgrade Kasson's waste-water treatment plant to cut phosphorus discharges, and to accommodate future growth in the area.  Another major part of the plan:  to let Mantorville connect to the system.

To make it possible, the Minnesota Public Facilities Authority announced Thursday that it approved a $489,000 grant and a 20-year low interest loan of $2.88 million from the Clean Water Revolving Fund.  Mantorville will pay Kasson an system access fee of $819,000 and this payment will also help Kasson fund the project.  The decision by PFA was made on January 18.

The Kasson project was one of four approved for financing by the PFA in recent weeks; others were Blue Earth, Northrop and Welcome.

“Communities across Minnesota face serious water-quality challenges,” said Governor Mark Dayton, in a statement. “Last spring, I worked with the Minnesota Legislature to establish a grant program to help cities afford to make water-quality improvements. These grants and loans will help the residents in these four cities to afford the clean water they deserve.”

“These projects are an investment in the future of these southern Minnesota communities,” said Shawntera Hardy, who chairs the PFA board and is commissioner of the Minnesota Department of Employment and Economic Development. “Along with safer drinking water, the cities will have improved facilities that encourage new businesses and economic development.”

Among the other goals of the project is the desire to improve the water quality being discharged into the Zumbro River.  The Minnesota Pollution Control Agency has been deeply involved in the process in Kasson for a number of years.
