Deep freeze brings normal activity to a halt across Minnesota

ROCHESTER, Minn. (FOX 47) -- Hundreds of school districts, community organizations and even some businesses are closed across Minnesota as an arctic blast plunged temperatures to subzero lows not seen in nearly two decades.

The National Weather Service posted a wind chill warning through Tuesday. Forecasters say wind chill temperatures are expected to drop as low as 65 below zero.

A propane auxiliary heating unit pressed into service because of the extreme cold exploded Sunday outside an apartment complex in the Hennepin County community of Rogers. Four-hundred to 500 residents were evacuated from the complex into the bitter cold. Some residents say they were knocked off their feet when the explosion shook their apartments and blew out windows. Authorities say 10 to 12 apartments are uninhabitable, but other residents were allowed to return later in the day.
