Rochester city council approves apartment complex

ROCHESTER, Minn. (FOX 47) -- It has been a very controversial issue since day one.  Wednesday night the 5th on 5th project in Rochester was once again on the agenda for members of the city council.

The City council heard Wednesday the findings of the city attorney of the 5th on 5th apartment complex. After a vote, it was clear the council was still divided.

City Council approved the project back in August pending findings from the city attorney. After those findings were reviewed the Rochester City council found the applicants Restricted Development application is consistent with the Rochester City Ordinance. After another vote tonight city council approved the 5th on 5th project by the slimmest of margins four to three.

"I don't believe the building will harm the neighborhood. Neighbors believe it will harm the neighborhood. I hope I'm right, but I'm not certain that I'm right. There are people that are certain that I'm wrong," said Rochester City Council Member Michael Wojcik.

"We bought four homes knowing what the zoning was and we expected it to be respected and it's clearly not being respected," said Rochester resident Dennis Davey.

Since the vote was four to three in favor of the project, Mayor Ardell Brede has the opportunity to Veto.

Also of note from the city council meeting Wednesday, the 2014 Preliminary property tax levy of 50 million dollars was approved.
