
ALBERT LEA, Minn. (FOX 47) -- An Albert Lea man is in jail after being charged with first-degree criminal sexual conduct. This is not the first time he has faced this kind of charge, and an investigation reveals he has been deceiving law enforcement for years.
Randy Morrow, 46, was charged with criminal sexual conduct in 1991 and 1996. Morrow is now facing a first-degree criminal sexual conduct charge after inappropriately touching a 9-year-old girl.
According to court documents, the report was made after the inappropriate action was seen at the Albert Lea city pool.
Once the investigation began, the case began to come together.
"The investigation that was conducted by the Albert Lea Police Department was sufficient for my office to charge that crime," said Craig Nelson, the Freeborn County Attorney.
The alleged inappropriate action is said to have taken place at Morrow's home on East Eighth Street in Albert Lea and on vacations he and his family took with the young girl.
But during this time, as far as police were concerned, Randy Morrow was out of the country.
"Mr. Morrow has likely been living here in Albert Lea for a number of years and has been doing so without registering -- and without noting to law enforcement his current address," said Nelson.
Morrow had been living under a fake name, Robert, and had been off the radar since 2008. From a legal standpoint that is more typical than someone would think.
"So do recognize that we do regularly in this office, and I as a prosecutor, regularly prosecute people who don't keep their registration current," said Nelson. "That's just one of those things that is a regular part of my business."
It is a case that is just starting, but thanks to the actions of one observer and law enforcement, Randy Morrow is now behind bars.
Morrow also faces the charge of failing to report as a predatory offender -- something he has been charged with once before as well, and is listed as a level 2 predatory offender.
